Richard is an independent environmental advisor. He was, until 2014, Director of the Environment Agency in the South West of England. He was their National Operations lead for Water and Land, chairing their national River Basin Operations Board and the South West River Basin Liaison Panel.

Following an early career as a fisheries/conservation professional with Thames, Yorkshire and Welsh Water Authorities, he became the National Rivers Authority’s Area Manager for Northumbria in 1993, and their Regional General Manager for Northumbria and Yorkshire in 1995.

He has been a Member of the North East Regional Assembly and its Executive, Chairman of Future Foundations (sustainable construction), Chairman of Climate UK, a Trustee of Sustainability South West and the Chair of Climate South West.

Since 2005, he has been the Chair of the Board of Trustees for Homemaker Southwest (a charity preventing homelessness and promoting independence).

Richard received an MBE in July 2000 for services to the Environment.
